Editing quick settings panel in Android Jelly Bean 4.2?

I am using Android Jelly Bean 4.2 on my Samsung phone. I would like to centralize the quick settings panel of my phone to rearrange and add tiles to the panel. How can I practically do this on my phone?

In order toaccess the settings option on your phone just open the app drawer. Choose theSystem option from this section and tap on the Quick Settings panel. Thenscroll down to the static section and then choose the Tiles and layout bytapping on it. There you will be presented a grid of current tiles from thequick settings panel. In order to add a new tile just tap on the add option. Then a list of tiles is appeared on the screen and find a tile from the listand add to the panel just by clicking on it. If you want to delete any tilejust drag them and then the delete tile option will be visible. You can alsorearrange the tiles on the pane by dragging and dropping.

Hi, you guys have all given pretty similar advice but I'm having a lot of frustration following it.

I have an HTC One on Android 4.2.2.

I can't access the "system" option everyone seems to be talking about. It's not available in my app drawer.

    I would appreciate anyone's help.
