Firstly you have to visit the home screen of your Nexus tablet. From there you have to reach the settings screen of your device. Then you need to choose the ‘accessibility’ option. Next you should select the option that is named ‘TalkBack’. In the right corner, you need to tap on the settings option. There you can adjust the settings so that it suits your convenience. After you are done, save all the changes that is made.

talkback is a feature where a voice speaks on what you tap. You can modify the Talkback settings in this way:
On the home screen
1) Tap on the notification bar ( which is on the right down corner of the screen) .
2)Now tap on the clock
3) You will see the settings option at the bottom of the list.
4)Tap on it and go to Accessibility option
5)Now you will see the talkback option on the top.
Make your desired settings and you are done.

You can modify the TalkBack Settings.You should first open the menu page from home screen,then will see Settings on menu page.Touch to open & then will see an option as "Accessibility".Now next you have to select the TalkBack. Once done then move to right corner & select the Settings.In Settings you can set everything as per your need.Once done with changes then tap on OK to confirm all the changes.

Steps to modify the Talk-back settings on Nexus 7 android handset:
:: Go to the home screen page by pressing ""Menu"" button on Nexus tablet.
:: Now select the "Settings" option from the application section.
:: And under it ,you have to open the "accessibility" option.
:: After that select the "Talk-back" option and then open the “settings".
