Dear friend, To stop background data usage in Android OS you just have to do a simple thing i.e disable all the data and wifi connections when you are not using them. Doing that is quite easy in updated versions of Android OS, you just had to open then the drag down menu of android, and there are options to disable data and wifi connections. And in the older versions go to the settings and then find the data connections option, and disable them. Hope the answer will be helpful. Regards, SBMU
pressing the menu button, and then selecting Settings –> Update over Wi-Fi only. Toggling this setting on will save you untold amounts of mobile data usage over the life of the phone.

The background applications running consumes data. You can see the running apps in the background by getting to the application settings. Or else you can easily go to manage Apps by clicking on the Menu button while on the home screen. Then you can select and see the running apps you can stop forcefully. But some applications cannot.
All this applications consumes both the RAM and the network data. If you don't want the data to be consumed. Then you can drop down the notification bar and turn off the Data which will not allow data to be consumed at all. it need to be turned on only while you need to browse personally......
You can know which application is consuming more data by go into the settings >> Data Usage which shows data usage by each applications. If certain application that you don't need much and is consuming data can be removed/ uninstalled for saving mobile data plans.
Hope this might be helpful.......
