The android mobiles use a Linux partition for their internal storage of application and that the external storage is FAT32 which is a memory card. The android which uses a linux base OS so the internal partitions are formatted to work with extension 2,3,4 so that the accessing of application and framework will be more fast and that will make the OS perform good. If the formatted portion you are talking about is an SD card then reformat with the file format as FAT32 instead of a Linux partition as the OS is designed to read a FAT partition and not a Linux partition. Also windows will only read partition formats as NTFS or FAT and it does not read Ext partition.
    Hope this Helps.

Formatting the Internal memory does not cause any damage to the Device, Looks like some other important data file has been corrupted. Connecting the Device to computer and Formatting the memory is a normal process unless you have specifically formatted the device some other different format you will not end up with this problem.

Best solution is to get the device repaired with Service center.
