The Droid phone does allow you to restrict background data. To get this done, you need to first tap on all apps from the home screen. There you will find the option called Settings. Here you need to tap on more and then click on the option usage. There you need to tap on settings option. Then you need to check the circle which is shown against the option Restrict background data. To confirm you need to tap on ok button.

In order to restrict background data in your device you have to open the application drawer and then press the "Settings" icon there you will be able to find an option as "Wireless & Networks" select that and there you will be able to find an option as "Data Usage" enter into that option and select the option as to monitor background data that will help you set limits in your device for the phone to get the data under control. This feature is available only in android v4.0 if you are any version lower than this then you have to download application such as "3G Watchdog" and then you can set up the profile for the application according to your data plan.

Go to Settings >> More >> Usage >> Tap on Settings >> Check against 'Restrict Background Data' >> OK..
this will confirm the option and will then restrict the background data..
