Yes you can use the phone without a sim card and can access the Wifi if there is a connection available. You just have to power up the phone and then navigate to settings from menu and there will be an option as wireless and network select wifi settings in that and connect to a wifi network.

No you must have a sim card to access data network. Phone does not provide internet it only acts as a modem. Your service provider provides the internet.
There is no android phone which you can use without SIM card.SIM card is very important.Without SIM card no internet access as well as WiFi.
I don't know why you are asking this question.Every Android phone work only if you insert SIM card.So,better to use SIM card other wise it is just a show piece.
