Each time I try to download apps to my Samsung Galaxy SIII, it shows the error “could not be downloaded due to an error 489”. How can I resolve this error?

Software upgrade is the only option for these sort of problems. Looks like some important data associated with the Mobile OS is deleted or corrupted and you need to repair that in order to do all the normal activities with your Device.

Better take the device to the Samsung Service center, and repair it. If you have warranty ask them to replace the Device altogether.

If you are getting the error 489 on your Galaxy III that mans

    1. You have errors

    2. The registry may be infected with spyware or viruses

To fix this problem you need to install Registry clean up
app. There are many registry clean up apps are available
that will fix your problem. But most of them are not working
    properly.

You should apply following things also

That error is appearing the fact due to network problem and the improper communication between the Play store application and the network application. In order to solve this issue navigate to settings->applications->manage applications->all then select the Play store application with that you can clear the Data and cache of the Play store application and then you can restart the application but by doing this you will lose all your data in Play store after two hours of use the application will detect the applications that are present automatically.
    Hope this Helps.
