Try a hard reset on your phone and see whether it can resolve the issue. Get into ‘Settings’ app for that and tap the ‘Security’ option. This will bring up ‘Factory Data Reset’ option on the screen. Tap over that option for switching your device into its factory settings. This step will reboot your phone. When you reboots, it will ask to set up the Google account. Enter the Google account information during this time and try to establish the connection.

1.Firstly check that there is no problem with your Network connection.
2.So in order to check it try using the another SIM card.
3.If still facing the problem then try by restarting your phone.
4.If still the same then go for the Factory reset option.

It seems your internet connection setting is not well installed.
So you should firstly install suitable internet setting in yout device.
After that check weather internet runs in your device or not.
If running then create your google account.
If you can't create account then once do factory reset of your phone device, after this it will work.
