What has to be done for turning off ‘TalkBack’ feature on Android powered Google Nexus 7 tablet?

My brother had taken my Android powered Google Nexus 7 tablet for his project work. When I got back the tablet, I kept getting spoken feedback from the device on touching items. I searched for a solution and found that it is happening due to ‘TalkBack’ feature. How can I turn off this feature?
Is it possible to use Android phone’s camera as a web camera for PC?
I want to use the camera on my Android phone as a webcam for my PC. How can I make it possible?

Get into the home screen and hit the ‘Settings’ option. Navigate through the settings options until you can find ‘Accessibility’ option. Then, make a single tap over that option. This will bring up another list of options from which tap the ‘TalkBack’ option. You can then view TalkBack switch on the screen. Slide that switch into ‘Off’ position. A prompt message will appear on the screen afterwards from which press the ‘OK’ button.
